Letter: Trustees have no right to transfer water (July 11, 2008)

[The following is a letter sent to Kennebunk-Kennebunkport-Wells Water District Trustees]
As a trustee of KKWWD you should know that the charter you were elected to oversee specifies in Sec. 1 “Territorial Limits, Corporate Name and Purpose” that your purpose is: “To supply the inhabitants of said municipalities with pure water for domestic and municipal purposes.”
Nowhere does the charter allow you to truck water away from said municipalities.
Clearly, as a trustee, you must follow the charter as laid out by Maine state law.
